NEET 2026 Paper Leak: CBI Chargesheet Reveals How 3 NTA Teachers Sold Paper For 4 Lakh

On July 28, CBI filed chargesheet. Out of 132 questions shared by a coaching in Latur, 111 matched the official NTA paper. This is not prediction, this is inside job. Because of this protest happened at Jantar Mantar and Education Minister had to resign.

How NEET Paper Is Made? The 5 Stage Security

NEET has 180 questions - 45 each Physics, Chemistry, Botany, Zoology. NTA calls expert teachers from across India to Delhi. They make not 1 but 4 papers. Codename of two printed papers are KAILASH and SHIVALIK. Which one will go to centres is decided only on morning of exam by DG NTA. Other two are Set 2 and Set 3, never printed.

5 Stages: 1. Item Writing (experts write Qs), 2. Moderation (second group selects 4 papers), 3. Vetting (third group solves and checks answers), 4. Translation (13 languages), 5. Back Translation (Marathi translated back to English to check mistake).

NTA's 2 Blunders in 2026: Same people selected for Stage 1, 3, 4, 5. And all 4 sets given to same experts for translation. For example Marathi translator was given all 4 sets. This broke chain.

The 3 Teachers Who Leaked The Paper - CBI Names 13 Accused

CBI charged 13 people. Out of them 3 are teachers called by NTA itself.

1. PV Kulkarni - Chemistry Teacher from Latur: Experts are given rough paper to calculate. Kulkarni made small chits of rough paper, wrote all Chemistry questions that will appear in exam, kept in pocket and walked out. He did this not once but for 3 days during back-translation duty. Easy questions he memorized in head. In hotel room he noted all. He had 135 questions - 3 sets - Shivalik, Kailash and Set 2. He didn't get Set 3.

2. Manisha Mandhare - Botany & Zoology Teacher from Pune: More responsible, had to copy 90 questions in each set. She had 30 years experience. She didn't copy on paper. As soon as she saw question in NTA building, she went to hotel room and in NCERT textbook she marked paragraph from which question was picked.

3. Manisha Havaldar - Physics Teacher from Pune: She also didn't use chits. She would go to hotel room and write all questions from memory.

How they escaped checking? CBI says people working in confidential section were not checked. CCTVs were there but no one was monitoring. Recording kept for only 25 days. Experts work ended April 7, CBI got case May 12 - 35 days later, footage deleted. And these experts sign certificate that they will not note questions and not involved in any NTA coaching.

The Business Started in October 2025

This didn't start in April 2026, it was planned in October 2025. A doctor from Pune, Ravindra Shinde, whose daughter was preparing, gets conference call with Kulkarni and broker Manisha Waghmare. Broker offers: Give 4 lakh and I will give next year NEET paper. Call made November 2025, months before exam. Ravindra transfers 4 lakh.

Nov 17, his daughter attends biology class in flat in Ganga Osian Park, Katraj, Pune by Manisha Mandhare. 8 students in WhatsApp group named "FIFA World Cup 2026". They were asked to buy NCERT Bio Class 11, 12 books and highlight specific paragraphs and note questions in margin. CBI later recovered these books from 4 students homes.

Same for Chemistry. 6 days before exam, Kulkarni went to rented flat in Pune April 25-27, asked students to write questions. MyGate app records and phone location proved all were in flat for 3 days.

Brokers, Fake Physics Questions & Pyramid

There was not one broker. Manisha Waghmare in Pune was running sophisticated business - money via UPI to daughter's account, cash in sister's house, Rs 1 lakh commission for referral. 2 days before exam she sold physics questions.

How she sold Physics without link? She asked Kulkarni, Kulkarni went to colleague Balchandra Bhome, NTA expert who made physics questions. Offered money, Bhome refused. Kulkarni sent student to melt his heart. Bhome was smart, gave random questions from old textbook. Student photographed, gave to Kulkarni, Kulkarni to broker. So broker sold FAKE physics.

Real Physics was sold by Manisha Havaldar - 68 sets to coaching teacher and bio teacher. CCTV in her office caught client, bio teacher, physics teacher together. She later burnt notebook in kitchen. Others threw phone on highway, one said phone fell from bike.

Latur Connection: Dr Manoj Shirure, hospital owner in Latur, was broker - found parents, collected cash. One client was Shivraj Motegaonkar, coaching owner who claimed prediction. Actually his wife gave money to Shirure for son. Kulkarni earned total Rs 21 lakh from 2 brokers.

Pyramid: Dhananjay Lokhande printed all 3 subjects and sold in bulk. Mistake - typed in broker's husband's dental office, caught by next shop CCTV even after phone reset. From Dhananjay: Nashik → Gurgaon → Sikar, Rajasthan. In Sikar model changed to "Buy Guarantee" - If 150+ match, you pay. Took original 10th, 12th marksheets as guarantee. From lakhs in Pune it became almost free. Finally reached medical student in Kerala, who shared with father, his tenant Chemistry teacher Shashikant Suthar compared with original and emailed NTA DG. May 12 Ministry filed complaint, CBI got case.

CBI's Master Proof - Why Only 1 Question From Set 3 Matched?

CBI took photocopies circulating and compared with NTA's 4 sets.

Why? Because Chemistry teacher Kulkarni who leaked was given only 3 sets for back-translation - Shivalik, Kailash, Set 2. He never got Set 3. This fact pinned down accused.
